Ambassador


 

Liliane Lebron de Wenger was born on February 13, 1954 in Asunción, Paraguay. She is married and has four children. Terminates the humanistic high school in the Colegio Teresiano of Asuncion in the year 1971 and participates in the first trip of exchange students from Youth for Understanding of Paraguay. In the year 1977 culminates the career of Diplomacy and Legal Sciences at the Catholic University in Asuncion and performs a Bachelor’s degree in public relations at the Institute of Public Relations in Paraguay.

In 2003, culminates a postgraduate specialization in Management of Development Projects at the University of the Southern Cone of the Americas and the Development Bank (IDB). Ambassador Lebron dictates lectures of International Organizations in the Diplomatic Academy, the Ministry of Defence, as well as conferences and seminars in national and international institutions. She has chaired various committees and exercised the Presidency of the Academic Council and Board of Qualifications and Admissions of the Administrative and Technical Service of the Ministry of Foreign Affairs. The Ambassador compiles a volume of international treaties and creates internal procedures manuals.

From 1978 to 1989 worked for the United States of America s Peace Corps assisting volunteers in the development of small projects in the Paraguay.

In 1991, she joined the Ministry of Foreign Affairs occupying different positions. She has chaired and integrates delegations and is part of numerous State official visits. Receives invitations and participates in prestigious conferences and international courses. Represents Paraguay in international fora in gender, cooperation and maintenance of peace. Also coordinates the project of the Ministry of Foreign Affairs and UNDP for the formulation of a “State Foreign Policy”.

As Deputy Minister of Administration and Technical Issues, handles computer empowerment and the modernization of consular management and attention to the national citizens. She also implements the digitalization of the administrative sector, optimizing the register of assets and rationalization of financial resources as well as the introduction of the System for Integrated Control, for auditing and the Code of Ethics. During her management takes place the institutional adaptation in labour policy and incorporation of wage benefits, health insurance, child care and income and facilities for people with disabilities; institutional initiatives which obtains the recognition of the National Congress and the Secretary of the Public Administration. With the Career Diplomatic Association starts a new document management procedure and the building of the Diplomatic Archive and Library “Carlos Antonio López” and forms the institutional committee for the construction of a new building for the Ministry of Foreign Affairs.

From 2001 to 2003 serves as Executive Director of the National Fund of Culture and Arts (FONDEC) and is then Technical Advisor of the Presidency.

From 2004 to 2009 is Ambassador to the Federal Republic of Germany, concurrent with Poland, Latvia and Denmark.

Upon her return to the Paraguayan Chancery is appointed as Deputy Minister of Administration and Technical Issues at the Ministry of Foreign Affairs. From 2013 to 2014 interims the Paraguay Embassy to the Kingdom of Sweden, concurrent with Norway and Finland, and in 2014 is appointed as Ambassador to the Swiss Confederation, concurrent to the Principe of Liechtenstein.

It is decorated by the German Government with the Order of Grand Cross for extraordinary services and receive certificates of recognition from the U.S. Government, Bolivia and local organizations for excellent performance and special contributions. On parallel to her delicate tasks, is a founder partner of social and philanthropic organizations dedicated to art and the environment. Also, advises and collaborates with national and international entities.
